Probably because a small but annoying minority would then put their
entire stylesheet in the selector for their/their clients' favourite
browser and ignore the rest of the world.  At least we can defeat most
current checks by ignoring their javascript or resetting the user
agent string.

I recently discovered the government-funded www.enterpriseweek.org and
its IE-only focus... apparently it will be changed next year, though,
because the new webmaster is a bit smarter about accessibility.
