We've had similar (unresolved) problems.
These days I tell people that Hotmail are having problems with their
anti-spam configuration rejecting prefectly legitimate email, and that
there's nothing we can do to fix it because the problem is within
Hotmail. If they mention SPF I point out that the proportion of spam in
SPF validated email is higher than in email in general[*], and therefore
that using it as a mechanism to select between spam and non-spam is the
cause of the problem, and not in any way the solution.
[*] My understanding is that around a third of email which passes SPF
validation is spam. This is because spammers often set up valid SPF
records to make their email look legitimate, where amongst "normal"
users take-up has been much lower. SPF simply attempts to confirm that
the sender is who they say they are, not that they are not sending spam.
Setting up SPF on a domain has the added benefit, unless you're very
careful, of making legitimate email look illegitimate (eg if you send
from home using your domain having forgotten to list your home IP
address), and for most people who don't fully understand SPF this is a
bigger risk to their email being delivered than not having SPF is in the
first place.
