I couldn't agree more. PHPbb is the bane of every server admin's life. I've known shared hosts to disallow this forum due to the amount of holes it had at one point!
I would recommend FUD Forum: http://fudforum.org/features.phpIt's been coded by one of the PHP Core developers, and is incredibly secure. I've had to inspect this code as part of a corporate project, and it's better written than vBulletin (IMHO).
The feature that may be of most interest to you is: "NNTP & Mailing List integration, allowing FUDforum to be used to archive newsgroups & mailing lists, as well as allow forum members to post messages to newsgroups and mailing lists via the forum."
