There you have a point, however it is not for CPW to fund this.

In an ideal world I'd support a state solution to this - it *ought* to 
be cheaper and more efficient to deliver this nationally through 
taxation that for each of us to buy our own.

However, given the current government and others like it I would 
strongly fight against it. We'd end up paying a lot more for it, and it 
would only work on Windows, if it worked at all. And any technology 
which could potentially be used for bad will be removed even if it is 
also (and mostly) used for good.

Instead (and it'll probably be quicker in the long run) we will have to 
rely on private enterprise to deliver a quality service. The lack of 
competition in the supply side is a problem, but there is scope for ISPs 
to compete on more than just price and I think this will be the natural 
progression from the status quo. (If CPW offered fantastic support at 
the low price the competitive pressure would be downward on pricing at 
the higher end ISPs, but with them offering poor support the competion 
will be to increase service at the low end.)
