so, if there is a newer version (I actually eventually went to the wiki, so know there is a 1.3.0), its not taking advantage of the PostgreSQL file distribution network that has been developed over the years ...

How would I go about taking advantage of that? And who did the 1.2.0 upload? I certainly didn't.
