So, when you remove /etc/sysconfig/harddisks and reboot, running
"hdparm /dev/hdb" states that DMA and other settins are _off_?

My experience with recent kernels is that I don't need to use
/etc/sysconfig/harddiskhd* any longer. On the contrary, with early
2.4.x kernels and possibly an older rc.sysinit script I had to
enable DMA and a few other settings myself in order to improve the
device/cache read timings by factor of 4-5. Additionally, I enabled
keepsettings. But with recent kernels, the default settings after
reboot look like this:

# hdparm /dev/hda

/dev/hda:
 multcount    = 32 (on)
 I/O support  =  1 (32-bit)
 unmaskirq    =  1 (on)
 using_dma    =  1 (on)
 keepsettings =  0 (off)
 nowerr       =  0 (off)
 readonly     =  0 (off)
 readahead    =  8 (on)
 geometry     = 2490/255/63, sectors = 40011300, start = 0
 busstate     =  1 (on)
