My experience with recent kernels is that I don't need to use /etc/sysconfig/harddiskhd* any longer. On the contrary, with early 2.4.x kernels and possibly an older rc.sysinit script I had to enable DMA and a few other settings myself in order to improve the device/cache read timings by factor of 4-5. Additionally, I enabled keepsettings.
