The cost of credit has increased a lot of items. Again, I think it's based  
on total cost.Someone is paying that 3% whether included in the base price or  
"shipping price".
 
I guess my point before is that no one is forcing you to buy something. If  
you see something that you want and the total price is in your ballpark, then  
buy it. Many items on ebay are - nearly - one-of a kind. (well at that 
moment).  You have the option of NOT buying it. Remember that. Okay, so you are 
looking at  an item you want and the seller has a 3% surcharge (which somehow 
got 
through)  and you report them. The item is then pulled by Ebay and you no 
longer have  that.
 
As to the law, it's not in all states. At least in Penna. and New Jersey  gas 
stations list two prices on their pumps: CASH PRICE and CREDIT PRICE.  
Because Ebay is is an International site, they say it's illegal.
 
But, the REAL point I think here is that you look at TOTAL cost to you to  
get the item. If too high, just don't bid. (Just like Steve Medved said.)
 
Ebay is promoting sellers to offer "Free Shipping" for the holidays. Why?  
Because they know sellers will build into the price of item and Ebay will make 
a 
 higher commission. Ebay isn't dumb!
 
Oh yes, one other thing. Most buyer who use Paypal use it because they  think 
the item will be shipped faster. Sometimes it is; sometimes not.
