Which version of the "Ansi C standard" are you referring to?
C99 (ANSI/IEC/ISO 9899:1999) does not contain such a section
nor does it contain the term normalization.
The Single Unix Spec II which predates C99 also does not say
anything with regard to ``normalization''.
