Errors with case senstive names are intuitive to fix. While errors with name space change is _not_ intuitive to where and what is wrong. If we didn't make function/class case sensitive now, it would be really _bad_ choice and would regert in near future (Some person said it should be done for PHP3, why not for PHP5?) Users who want to upgrade PHP4 => PHP5 should edit/convert/ test their scripts anyway.
