The point of a plan/dictator is to provide a sense of direction. Some people will still do things that are not in the plan, but with a well defined vision you will catch those developers that would not contribute otherwise. If people do not understand the "big picture" then they will solve their problems in a way that will work only for them, and not for other users of PHP. PHP has been really good in the past where the effort was small enough for one person to handle or where people organised themselves to work in a team. The whole XML/XMLRPC/SOAP issue is a very good example of this. The marketing aspect of a vision must not be neglected either. If you go to the main web site, you can't find a single word about what is going to happen next.
