Definetely. Remember register_globals? You just can't mention it often
enough.
Further more if people can count on this behaviour, they can more easily
create buildscripts. But then mysql shouldn't be the exception and a new
module, can never be enabled by default in a new release (don't recall
this ever happening, but still).
