No, we shouldn't have.  It is not a deprecated feature or a discouraged 
feature.  If you use the *FAIRLY RARE* combination of using PHP to generate 
XML, you'd have to configure your PHP.  If you're with the vast majority of 
the population and couldn't care less about writing XML-embedded scripts, 
you enjoy a working short tag.
