It was noted here on the mailing list when PSR-8 was awarded its number:

This was a known limitation of the current bylaws for at least as long as 
the PSR itself has existed.  The fact it hasn't been addressed (that is, 
fixed in the bylaws) in that time probably means something, but I'll leave 
that as an exercise for the reader.
