It's also a very dangerous precedent to set.  What's the line between a 
"serious" PSR and one that can simply be thrown out?  Who has the power to 
make that call?  What's the process for it, to make sure the option isn't 
abused?

Yes, slippery slope is often a logical fallacy, but it's also a human 
failing, and with so much concern floating around about individuals 
overstepping their power (be those concerns founded or otherwise), it's a 
very real concern.  If the rules don't allow for something that needs to 
happen, the rules need to be updated to allow it to do so.  Making this 
stuff up on the fly just gets people angry and in trouble.
