A vote being done right now would be complicated as we're going through the
process of member projects still declaring if they wish to remain member
projects but we don't define when this takes effect. There is no hard rule
against votes on bylaw changes but it's strongly recommended against (just
like the 2-week discussion on votes) due to its complication and nobody
objected to implementing this as a general rule when it was suggested.

There is nothing wrong however with putting this to a vote in January if
those responsible for opening bylaw change votes feel it necessary then.
