time() is only echo'ed if $_POST['submit'] is something on this case maybe he has a really old version of php... $HTP_POST_VARS...?

echo time() isn't an input value.
If it can't even do that then it's not surprising it can't handle $_POST values either, there is something else at play here and it's not your code.
Stick "echo phpinfo()" at the top of your form code - does it work?
