I dont think the problem in discussion has a solution. Your idea can probably work but I could not understand how $_REQUEST['compleated'] variable is populated.
However it suffers from 2 problems. 1. It consumes a lot of unnecessary bandwidth. 2. How are you going to initiate the download ? That said, there is a work around of using server push technology.
