Did you configure it properly??? I've run it fine from XP (x86 & x64), Win2003 (x86 & x64) Win2008 (x86 & x64), Win7 (x64), and Win2008R2. Easiest is get IIS7 or IIS7.5 (Vista, Win08, Win7, Win2008R2 - including in a VM) and current version IIS PHP Manager.
