Just out of curiosity, what problem are you trying to solve? Including a file is so easy and takes so little time I wonder how this could be a problem. I've worked for a web site that was getting millions of page views per day (Billions per month) running php/mysql and the issue never came up. As long as you have enough bandwidth and servers, speed is no problem.
