Well, we're talking about people who uses WinXP/IE6 with JavaScript enabled
and on an _intranet_ site. So, how can your ordinary user "download" a popup
page which they don't even know what the address is? A popup page that
doesn't work with JavaScript disabled? And a popup page that you can even
"change" contents (i.e. using onblur() or something)?
I think your *ordinary* user would just give up trying something "not
allowed". Besides, shouldn't there be a company policy about it?
