As you already have some good host & template recommendations from other members , I will suggest the other option - build your own forum!
3 years ago I joined this list & I knew zero php. It took me one week to get the basics of a forum up & running and the process was invaluable in the php learning process - I don't think I would have wanted to do it any other way. The benefits of this approach are that you have a unique forum that doesn't look like 20,000 other forums out there & hackers don't have access to your code so its harder for them to use exploits.
