Being one of those few with commit access to php-windows-web, maybe I can clarify it a little. * Access to the site was limited from default php-web karma, and only those actively working on the Windows port of PHP have access to it * The site is not actively syncronized with git and is manually synced by Pierre (or maybe Anatol) So you need to poke at least Pierre to get the site synced from git (which should be automatically as there shouldn't be any technical implication for why not, although argubly, there is not that many commits to the site).
