I feel your pain!  Part of what I do is evaluate the security of small
business networks, and there's always a huge amount of pushback from
clients when you start talking about reorganizing a network to be more
secure.... Especially when it means new equipment and increased
management time doing things like OS updates, virus scans, backups,
etc.  But I've run into what you're talking about, too.  Complicated
further when the "best" way to do something involves money and time
learning / rearranging.
