even worse: untranslated files in translation trees
tend to get out of sync with the english originals
see "Information for Translators" in phpdoc/howto/howto.html.tar.gz,
especialy Section 9.1:

* Copy over files from the English tree and start to work on them,
! ->(do not check in untranslated files) <- !
and rerun configure each time you add a file.
