That's a valid concern if this was anything other than a pear package... I don't think it's advertising, not in the way you mean it.
However I think it's clear there is some concern about putting a note on every page... Ultimately I'd have to agree. Stick it in the migration pages as suggested, we'll rely on the user notes to make users aware of the package and stop them posting their own replacement functions.
