In the long run we clearly want to optimize split. However, I do not see this
as an immediate priority, as I don't think users are using extensively at this
point. If we can maintain what the code is currently doing at a minimum cost,
I think that's the best solution for now. Ideas on how to optimize split later
in the new pipeline infrastructure should be recorded in a separate jira so
that they can be referenced when we have the time and inclination to work on it.
