A further point is that the variety of contexts class action scripts can run in comprises the ability of the script to bring the system to the same state as part of the packaging transaction. A still further point is that the current system allows packages to deliver their own classes with stale (or advanced, I supposed) versions of the class actions scripts.

If you look at any of the ON (and other consolidations') packages that contain manifests, you'll see that they use the "manifest" class to assist with manifest delivery.
