An action is one possibility, but this would work well as (part of) an SMF service that ran at boot to update the desktop database. We could then provide a more generic action that would refresh a particular service on successful installation, deinstallation, or upgrade. When dealing with a non-live image, it would simply be run during boot, as it's not likely to be required for boot-time services.
