Of course not. Hence:
We could then provide a more generic action that would refresh a
particular service on successful installation, deinstallation, or
upgrade.
I forgot to remove the reference to booting from the first sentence, making
it a bit more confusing; sorry.

Definitely. Which is why I'd rather push this off to a service,
particularly since installing the icon is a matter of laying down a file
and then registering it, rather than some complicated insertion of data
into a file, like creating a user.
