This is a code review request for some problem with building and testing the gate on Windows.

The os_windows.py change is a result of the API changes (change to Image.find_root exception). The test case change implements the same check in test case 3 as is already in 1 and 2 so that the test is skipped on Windows. These changes should not have any impact on the OpenSolaris deliverable.
