Pretty much.  Mako parses templates and generates Python code to execute 
them.

Yes, easily.  I was using ".mako" for the extension when I first started 
but changed later to match what appeared to be the example usage.

Yes, although for caching support, you also need Beaker, which may not 
be.  I haven't looked into that yet.
