For sake of argument I have one package and it needs to add a
menu item. It contains the code snippet to do it.
What happens if I have multiple user images?
Do I get menu items added for each user image?
Maybe the first one gets a menu item and the second doesn't. Maybe
each get a menu item and the tooltip indicates the path to
the user image. Maybe the first gets a generic name and the
others get some qualifier. I don't know -- but I don't think it
should be up to the packaging system to decide the right answer.

Presumeably they are cleaned up when the corresponding
"user_disable_cmd" is run before a particular file is removed.
What other use cases are there beside adding a menu item?
