It doesn't have to be a full-fledged user-image service framework.  It
doesn't have to have restarters, XML manifests, and all that.  It should
suffice to have:

a) a way to register user image actuators
b) a tool to run them
c) a hook at logon time that runs (b)
b) let pkg(1) run (b) directly IFF pkg is executing in the context of a
   login session that is using the image that pkg is modifying.
