The following webrev contains fixes for the following issues:
8072 history load code needs to be more resilient against unexpected
data format
8073 history log_operation_error should always log traceback

Change Summary:
* Fixed exception handling in api to properly log exceptions that are
not subclasses of Exception
* Fixed History to be more resilient against bad data in history files
* Changed history log_oepration_error to always log traceback information
* Added a unit test to verify that history can now handle badly
formed history files
