File editing isn't a reversible operation so it's out; file assembly is
tractable.

Since the file assembly work would need to be enhanced over time,
perhaps this should be part of the OS that we're going to be running,
rather than part of the packaging system on the OS we're upgrading from... which means it should be part of an SMF service that runs
early on in boot.

Sounds a lot like the solution we already have.
