I think you missed the point that Bart was making. Suppose we had an IPS action for /etc/services updates, and suppose in some release of OpenSolaris we changed the format of /etc/services. Then IPS would have to learn of this change before it could be used to update an image to that release of OpenSolaris. I know, services(4) is exceedingly unlikely to change at all -- but you can see that this might not be true for every possible target of special IPS actuators.
