More generally, I didn't see any IPS specific changes here; why
is this file being delivered via the IPS gate rather than the
WOS?
Yes, there are no package-related changes... OpenSolaris needs a
different version of this file because of differences in zone behavior
under the ipkg brand. I should have a separate bug to describe
these changes -- I'll create one.
I'll make these changes and rework it into build120 code after your
resync.
