The following webrev contains fixes for the following issues:
10417 rename v0 support should be removed everywhere
10418 server catalog needs temporary separation from client catalog
This webrev is the whole of phase 1 of catalog v1 support.
Notes:
* As Danek mentioned, the obsoletion wad was going to remove the
existing rename support anyway, this just makes my job easier with the
catalog v1 implementation.
* I've left the rename stats in place in the depot on purpose, in
anticipation that we will eventually have some form of rename support
again at some point in the future.
