Hi Shawn.
I confirmed that Steven's "entire" package was not the final released
version for 2009.06. His was an "empty" one, as you suspected.

Could you do a 'pkg contents -m entire'? I know for a short time, we
delivered an empty entire, it's possible you're in that state.

Okay, so try this:
pkg install entire
Then check the output of 'pkg install -nv SUNWipkg' -- you shouldn't
see it upgrading to build 118 anymore.
