11970 ipkg zones need to catch up with many ON changes

Copyright is out of sync with the ON version.
This syncs us up with a series of missed ON changes made since
May. And begs the question: what else has changed in ON that we've
missed? I don't know...
Hopefully there hasn't been anything else - at least with respect to
editable files (which many of the Indiana special are), I've try to do
build-by-build comparisons of the ones we have copies in the gate.
With respect to this wad, do you also want to make changes to the
<build #>/{config,platform}.xml files which are used for the "labeled"
branded zone? There are similar missing privileges and devices there.
