Changes look fine.
Off the wall question -- should there be any integration between
platform.xml and driver actions? Seems like driver actions could be tagged
with a zone facet and an exclusive IP type attribute, if the zones code
were willing to make use of it, or if the action code could update a file
zones would look at.

Zones are already variants: we could just deliver different files to
the same location in this situation.
