FYI, the operation of that feature is a little unfriendly:
specifically, the package manager GUI throws an exception and falls

Yep its a new Exception being raised that we need to catch and handle
appropriately in the GUI. Its being tracked in 12194 as you point out
and we will have a webrev out to handle this new behavior next week.
