Right now the timestamps could be used, but they don't actually match --
they're recorded at different times, and pkg history spits them out in the
local timezone, while the snapshots appear to be in UTC.

To be clear, history stores its timestamps in UTC but displays them to the user in localtime:

/var/pkg/history/20091023T175248Z-01.xml

2009-10-23T12:52:48 refresh-publishers        check_for_updates Succeeded
