See src/util/apache2/proxy-example.conf in the hg src gate for info on
setting up apache to handle the proxy redirect settings.

pkg.example.com/dev
rather than:
pkg.example.com:13000
pkg.example.com:13001
Both cases would involve two processes/service-instances of the depot.
