This webrev changes Package Manager to use publisher alias instead of
publisher prefix.
It is used in the following places:

If the alias name is not unique then <alias> (<prefix>) in the first 4
places listed above and <alias> is used in the Search results.
In the General info tab <alias> (<prefix>) is used for the Publisher if
there is an alias.
You should be able to assume that the alias is unique. The API does
check for uniqueness when adding publishers. The bug is that it doesn't
check for uniqueness when updating them.
