Why maintain multiple values as lists in the first place? A set would
seem like a more natural representation.
I'm not suggesting that change as part of this fix, I'm just curious
if this is by intention, or just because it started that way.

Memory I suspect. Lists use substantially less memory than sets or
dictionaries, and when dealing w/ the number of actions we have, it
makes a noticeable difference.
