LGTM other than J's request for this to be a command line option.
If the importer is going to be around for a long time/productized, then
I'd be interested in allow_goofs to be more fingrained, being able to
set it for particular paths/packages/publishers/repos. From what I
understand, that's not the case though, so this is probably moot.
