Are you upgrading from build 127?
If so, you're running into an bug w/ obsoletion support in that build.
I suggest removal of SUNWipkg-gui-l10n and SUNWipkg-gui, upgrading
w/ the cli (as you're already doing) and then reinstalling SUNWipkg-gui.
