I had intentionally left out the list case as I thought you were already
working on something for it. However, I'll incorporate the changes for
it if you're not. Just let me know what you want me to do.
After looking at some performance numubers from trying to fix this
(which would require an init check), I've decided to defer fixing the
list issue. I've filed the following bug for it:
14805 action creation shouldn't allow multiple values for key attributes
