If you're building ON, the entirety of the instructions should be to add the "extra" repository and then "pkg install osnet". (And local compilers if you want them, but that's a rant for a different day.)
For consolidation build dependencies, it'd be good to bug your consolidation owner to work with the IPS team to define a similar group package for your consolidation.
